Why does Legion's power gauge deplete on missed attacks?

When the PTB came out, Peanits said on the forums that the Legion's power gauge would not fully deplete on missed attacks. However on the live build the power gauge depletes when you miss an attack. Can we get further clarification on this, I actually like the new Legion but it is unfair to be punished for over 15 seconds just because you miss a swing, especially on console. Even the Nurse is only punished for a few seconds for missing a swing.

    You lose all of your frenzy gauge is you miss in frenzy and half if you hit outside of frenzy, the whole reason for the power gauge is that unlike nurse you can't really juke Legions ability. So there needs to be some sort of limitation to it and cooldown on it. Personally I think that needing the whole power gauge full to use the power could be reverted as it is a bit harsh for console and lets the survivor get out of unsafe areas pretty easy.

    Because survivors can't have enough until a killer is weak and a clown. A very unnecessary change to please survivor mains. The common coin here since game release.
