Meaning of purple and green perks?
It looks like a joke when some purple perks are useless and some green perks are really good.

Color variety is fun. I like the small handful of perks that are yellow at tier 1, green tier 2 & purple tier 3.

I assume they assigned the rarity on their perception of how powerful they would be.

It's a carry over from the olden days. Each character used to have one perk of each rarity (rare, very rare, ultra rare). Later on the ultra rare perks were toned down to very rare. Since then, perks have been following the same scheme basically out of tradition. Two very rare, one rare.

I wish they were all one color personally. That way you can just find what perk you are looking for alphabetically instead of having to remember which color the perk is then look alphabetically. Hell, just give me the option to sort my perks alphabetically regardless of rarity!
