Suggestion for addressing camping

During the dbd stream today, someone said "we are trying to encourage more skill based game play" Maybe add a radius around hooked survivors. If the killer remains inside this radius longer than 10 seconds his vision slowly becomes obscured by blood(like the effect on survivors when they need to mend). Once the killer leaves the radius the effect slowly disappears. Easy fix to discourage killers from just standing there.

think rewards, not punishment

Sorry but, like million of "if the killer stays within X radius" ideas before it, this idea would be abused by survivors and will not work.
As @Mister_xD said, positive reinforcement (rewards for not camping) is more likely to work than punishing it ever will.
