This is pretty random but
Whenever the pip changes were coming, I heard people say that the urban evasion and sprint burst users would never be red ranked but now they’re the only red rank people I see. I’m not in red ranks on either side (R12 survivor & R8 killer) every time I face a red rank player or they’re on my team they use this build.
Why would you use this build though?

I don't use ue but I prefer sb over dh based on personal experience. My survival gone up since i switched those two and I never looked back.

Urban Evasion increases you movement while crouching which allows you to move at decent amount of speed without having to burn your Sprint Burst outside of chase situations. Since crouching is the primary way to avoid being in the killer's sight lines you get a lot of mileage out the combo. That said people typically will give you a hard time for constantly urban evading around the map since it does waste a small bit of time.

I do also think Sb is better than dh but if I use an exhaustion perk it is either lithe or bl.

Those two are also good and most people will agree with you. I find them too situational tho. You always have to plan before the chase.

With urban evasion i can cover ground quickly and lessen my chance of being seen in the killers terror radius. It's also saved my ass a fair few times when sprinting away from the killer and dropping down out of sight, they loose my scratch marks if i'm lucky enough to choose the right direction on the fly. Some people are better at looping, some are just better at shaking the killer off their trail
Honestly i think it's an each to your own playstyle type of things. I get a lot of hook saves and manage to navigate my way around gens with a combo of running and urban evasion, so I don't feel it wastes time.
I've seen too many people running full tilt to a hooked survivor, only to go down two feet away from them.

I just use woo and no need to observe my surroundings that much so I can concetrate on objectives. I can be almost anywhere and have a clear idea where windows and unbroken pallets are.

Quick & Quiet
Self-Care
Why use this combo?
Example:
Killer is chasing you in Lery's there's like 60 windows to Vault.
The Killer Hits you. You are now injured and in need of escape!
You Quickly Vault over a Window, Quick & Quiet Prevents the Notification/Sound then you gain Lithe's Speed Boost & Dance with Me's Can't See My Scratch Mark Ability.
Now the killer cannot follow you with Scratch Marks and has to rely on following blood marks. How to get rid of blood marks once you lost him? Time to use Self-Care!
Once you heal an the Exhaustion goes away you can just do it again over and over, ruining the Killer's life if they decide to chase you ever again =P

Only people I hate that use SB are the ones that crouch with UE whole game and are afraid to use their SB cause they're saving it when they "truly" need it. Also about UE, I'll never understand people that use this perk, unless of course they're running full Blendette build.
If I ever use SB I just run around and let my exhaustion come back while doing a gen or something. Also a great tactic with SB is to keep your exhaustion at basically 1%, run all the time and when you actually need it, you walk for a second and then sprint burst away.
Never seen anyone use this before except zubatlel.
