In a way, yes.
It can no longer be used against stuns that are not caused by Pallets.
So no faster recovery from Decisive Strike for example.
In turn, Enduring is now changed to reduce stun time by half (at max. Perk level).
It got a +25% buff, but they decided to word it differently in the description as well, which was understandable as the wording was confusing to some.

You save a little over a second if you break an obscene number of pallets, but have to eat the full stun time of DS (yay, endgame!) and flashlight saves (yay!) in exhange.

Flashlight saves didn't reduce the stun when using Enduring.

Overall, I'd say Yes.
It now only counts towards pallets but they made the pallet stun a small fraction shorter.

enduring was not nerfed, its DS what got buffed because of the enduring change. pretty good job so far?

Enduring is 140ms faster, or 14% of a second. Overall unnoticeable and is a nerf.
