I'm happy about that, not so happy that borrowed time might disappear from the bloodweb until you unlock it for everyone on bill's. Not enough people use borrowed time as it is

Yep. I feel you. I am about a month or 1 from all survivors P3/all perks. This just wastes my time.
It sucks being a completionist.

How does this waste your time? It has even less impact on you than if a brand new survivor came out since if you already have his perks finished on your characters, you don't even need to go through the effort of getting the new character to 40 before you can finish getting all the T3 perks. Or do you also consider it a waste if any new survivor comes out?

I don't get all perks, as soon as i hit p3 i move on so none of my P3 people will have it.

He will indeed be free.
Legacy is actually on console- it's the same build as the PC version- it's just that console players never had to deal with the massive bloodwebs that PC players did shortly after launch so there was never an opportunity to unlock it. Since it was a reward for grinding through the early stages, we won't be bringing it back.
