Please tell me what you think of them! Are they too op? too weak?

Reddit users are considering this perks too op, what do you think here?
For me Justice might be the most op here

Justice and Breaker are really insane, and Blood Hero is really frickin' good too. I'm still not really sure on whether or not I would consider Paramedic OP, but I guess it's fine. Timed Wealth is good though, the only issue with is really is that the picture is just Plunderer's Instinct.

I like Justice, but it needs a little more restriction, perhaps it has a timer.

Maybe for justice
- when you destroy a hook in the killers terror radius when there is a surviver in the dying state the perk activates
- the next time you get downed 1/2/3 random hooks are destroyed and will disable this perk
- the hook respawn time of those hooks are increased by 30 seconds
and maybe by Time Wealth
it can only happen once per chest per match
the other perks sounds nice and balanced

- Paramedic: It's fine. It's fair because it can be countered by keeping eyes on the hooked survivor when you know someone is coming to rescue. It's only good in the scenario where the killer failed to notice you were saving in the first place so it's good.
- Blood Hero: In a SWF, it'd be easy to tell your teammates when the killer is camping, meaning they now know they're free to open the exit gates with no danger, and now they can go and save the camped Survivor with no repercussions. Combine this with Borrowed Time and a non-death hook is basically useless in the endgame. I don't like it, in conclusion.
- Justice: I just noticed this, but does this say that the two closest hooks will only break if you haven't been downed before, and then get downed? That's what the wording implies. If so, I don't think Justice has any issues.
- Breaker: I was initially under the impression that this was overpowered, until I remembered that in most chases the Survivor will already have used their Sprint Burst/Lithe/Balanced Landing so they'll already have Exhaustion. It's balanced in the same way that Lithe and Balanced Landing are as in they're not considered overpowered since they're not as bad as Sprint Burst, but are still really good perks.
- Timed Wealth: Insta-Heal Medkits, Maxed out Tool Boxes, and Flashlights with add-ons are the only really good items in the game. Unless you're running Ace in the Whole, you won't get any of these in chests because they won't spawn with Add-ons. Timed Wealth is therefore perfectly balanced, as all perks should be.

@MrrgletheMediocre thanks for the feedback
regarding justice, the hooks break the first time you get downed

I get it now! I understand what the perk means. You break a hook to save a Survivor being carried, and if you haven't been downed yet then when you get downed two nearby hooks break.
I think this perk is fine, then. I like it a lot!

Breaker is ridiculous.
So now you wouldn't even need to do anything but drop a pallet and run...why don't we just make it so this perk makes you win the game once you start the trial ? Save us the time and trouble.

I think you misread the perk information
You have to stun the killer to actually make it work
