Borrowed Time Change *updated from a previous suggestion I had*
As killer, I hate borrowed time because I always end up in matches against overly altruistic players who like making BT saves in the killers face. My problem is I can never get away from the hook without people just rushing at it for the free save points. It clearly has some abuseable mechanics to it, but it is also the best perk in helping to counter campers/tunnelers. My original idea was to just limit the number of BT saves a player with the perk can make (I said 1).
My new idea is that the perk only activates for rescuing survivors if the killer is within 32m of the hook for longer than 20 seconds. The time and range are open to debate, but this seems best since most killers have a TR of 32m. I say 20 seconds because killer's may need a few extra seconds to break a pallet/gen, place a trap, or check for a survivor hiding by the hook. I think this will reduce the number of people constantly trying to make in-your-face saves, while also fulfilling its intended purpose.

I agree that it does need a nerf but not that harsh one. I think it's all about the Deep Wound status effect it gives rn. It used to be straight out a bleed-out timer. Maybe it just needs a lengthy cooldown or a shorter window during which they can resist additional hit?

borrowed time was a 50-50 when it was released, they should just add the mechanic of the terror radius to active it and the perk was balanced and a solution against the camper/face camper

I don't think that my idea is even that harsh. Basically if the killer TR (with exceptions of smaller/no TR killers) is detectable at the hook for longer than 20 seconds, you can get the BT save. If the killer leaves the 32m range, you are basically guarenteed a safe save (unless the rescued surv is a potato and runs right at the killer). This would even help in eliminating camping killers with no TR as well (insidious killers, Pig, Ghost Face, Wraith).

With all the perks reducing TR going around, it may not be a bad idea to base it on the range straight out but looking so far outside the box isn't necessary. I'd say it only needs the protection window reduced to 5-10 seconds (time is questionable) so that survivors must have a strategy prepared to get out alive, unlike now when they're all unhooking each other in front of the killer despite not having to do so
There's also a good BT change suggestion - the rescuer is exposed for the duration of BT protection so that it's not low risk but high reward
