Why do I have to unlock bills perks
Just got Bill on xbox and trying to level him up. Had 1 million blood points saved and Ihave to unlock his perks, even though all my survivors already have them. Why??

They most likely will be fixing that in a later patch. It was made a base perk to not having bill. You can't have bill perks without bill so they did the next best thing. Now it will probably be reverted to normal.

Because adding his perks without him was a way of balancing the game and making ppl feel like they werent missing out on anything. Making those perks non0teachables was a bandaid fix for him not being there. Now that the character IS available, the bandaid isnt needed.

Because they’re his perks, unless you mean your other survivors can’t use them?

It’s intended to be that way. You have to unlock the teachable perks first. And they did mention this during the announcement of bill coming to console. You had plenty of time to get it on the other characters before this change took effects

I spoke to peanits on this and he said that they made it so that if you have his perks on your characters you can keep them but have to unlock the perks on bill for characters you don’t already have the perks on. It sucks but honestly seems fair. They could have taken the perks away from characters we had the perks on but didn’t

surely itd change to the status quo for pc. his perks are no longer neutral and need to be unlocked like everytone else?

They said when he is released any survivors who have them unlocked will keep them.
Bill should be able to use them since survivors always start out with there own teachables at tier 1 but any survivors that didn't have them will need to unlock the teachables from now on.

To put it simply, they are his perks.
When the console versions of the game came out, we did not have permission to add Bill to console. To make sure that console players weren't missing out, the perks were added with different icons as generic perks.
Now that he's on console, those perks became his again. Now it's the same between all platforms.
If you already have the perks, you keep them. If you don't have the perks, you need to unlock the teachables in order to find them. It's the same as PC now.

I wasn't thinking like that, all my oters already have them and he comes with them so just wasn't thinking of new survivors
