Slow regression of 99'ed Exit Gates and Sabotaged Hooks

Survivors who are 99'ing exit gates and sabotaging hooks are really unfun to play against.

I suggest a mechanism where the progress of the sabotage / exit gate is slowly regressed over time, to prevent unfair toxic gameplay.

    You know you can open the gates to start the timer, right? Besides, survivors are already incredibly weak right now, and one of the weakest aspects is sabotaging. It doesn't need to be even weaker.
