New killer idea
Okay screw it, I posted the this on reddit, but Im willing to make a couple changes so this killer isn’t somewhat bad and you guys could give me feedback.
I made this killer idea because there isn’t a lot of killer perks that involve chests, but from feedback on reddit I think this killer could be good.
The pirate.
height : Medium
Speed - 110%
radius - 40 meters
ability - Grapple
You are able to grapple onto things and pull yourself in with your hook. The cooldown is 10 seconds. You can also pull in survivors with your hook, but the cooldown will then be 39 seconds and won’t go down until you get out of them chase. When you pull a survivor in you get stunned for 4 seconds.
perks
Sealed Loot - Get a noise notification when a survivor starts opening a chest within 48 meters of you. Opening chests for survivors is 40%/60%/80% slower.
Hex: Dead Man’s Treasure.
This hex isn’t applied for the first 120 seconds of the trial. After the timer runs out Thisbe he became is applied to a dull totem. For every survivor that had/gains an item you gain a token. If a survivor drops an item you lose a token. You can have a maximum of 4 tokens.
1 Token - Chest searches are 20%/30%/40% slower
2 tokens - Chest searches aren’t 40%/60%/80% slower
3 tokens - Anyone carrying an item gets the exposed status effect.
If you were at 3 tokens and lose a token, that survivor that dropped an item and other survivor starts carrying items have the exposed statuses effect for 30 seconds.
Whiplash - After using your ability gain a 10%/15%/20% speed boost for 3 seconds and have no time for missed attacks for 6 seconds.
The last perk was changed from the reddit post because it was kind of a franklins demise, but with crows. Hope you guys like.

Personally his ability is fine. I wouldn't give him the ridiculous 36 second cooldown on a survivor hit though, as I'm assuming it has a specific range and can't go over things like Huntress hatchets can (meaning all they have to do is run behind a wall.) Instead I'd just make it so that the hit does damage and draws them in but can not down someone. Since he'd have to aim it incredibly accurately to actually get a hit, I'd also either: Keep the stun you mentioned, but the survivor doesn't get a speed boost from hook damage or remove the stun and give them a speed boost.
Also, because 110 move speed is something I despise, I'd give him normal speed but a slowdown when aiming the grappling hook, similar to huntress (that's just me though, I understand why you did what you did, it just feels unnecessary)
Perks:
Two of your perks slow chest searches. I like the non search effects on each but having them both slow chest searches ruins those effects. If you want people to carry items so you can expose them, you shouldn't discourage chests. If you want to be notified someone got into a chest, you shouldn't discourage chests.
Whiplash wouldn't work properly with half the cast and would be overpowered on some. Imagine a clown slowing you and then zooming at you. Imagine a Huntress hitting you and then catching up to you despite your damage speed boost. Imagine a Trapper taking the perk, he literally can't use it because his power isn't an activatable. You have to take these things into consideration when writing up a perk. You can't just think of how they'd work with the one killer you made.
Personally, I'd strip the chest slowdown from the other two perks and make it its own perk where whiplash is.
If you did the above, and removed the slowdown stacks from Dead Mans Treasure, it'd be heavily gimped until 3 tokens though. You could keep it as is so you can always down anyone with an item after 3 people are holding one but... Honestly people will just put the items down or break the totem making it a less useful devour hope.
Thematically I'd make Dead Man's Treasure a perk that, instead just curses a survivor who loots a chest so that they can't drop the item they collected and are exposed until either A: They use up the item, cleansing the curse or B: they get hit by the killer, punishing their greed and also cleansing the curse
Overall I love the concept. I hope this kind of thinking on your idea is what you were asking for

@violethonedge Not quite a pirate outfit but Trapper is getting a deep sea outfit. Like a body that was sunk to the bottom of the ocean and rotted.

I just don’t see a pirate fitting into dbd. You don’t see pirates in horror much, but if there was a pirate, It shouldn’t be forced to look like a pirate with the hook-hand and peg leg etc.
