Best Freddy perks
I currently use ruin , BBQ, POP and monitor . Are there any better perks to use for him ?

Make your choice. Hook them next to an unfinished gen and project back there when they get unhooked.
Also, discordance so you know what gens are crucial to popping with pop goes the weasel.

@kornz2dope id suggest swapping out monitor. The perk has no affect on the lullaby survivors hear while asleep, making it only useful if you start a chase with an awake survivor. The lullaby is fixed at 32 meters, no matter what perks you use.

Monitor is useless on him now. Try Discordance

This. Once they are asleep it does nothing. Though IMO it was useless on him before too, unless you used it with paint brush.
Pop is the absolute best perk for Freddy. You wanna use it with BBQ or Tremors. Discord is good too.
After that pretty much standard meta picks. Ruin, SF/Enduring, Sloppy, Nurse's, etc.

Swap Monitor and Abuse for Surveillance and you have a good build right there. You can also use Thrilling Tremors instead of Barbecue and Chilli. Discordance is okish too, but it can be completely useless in some matches.
