Impossible skill check build; Is it holding a game hostage?
I played the impossible skill check build on Myers (distressing, unnerving, overcharge, surveillance, unlimited t3 and whatever the rabbit is that increases t3 radius while all being on the game map.) I literally ignored hitting survivors and focused on gens never gaining any progress what so ever. The survivors tried to give up but I ignored them and sat there listening for my gens to be trespassed. Now I believe this is not holding the game hostage. It is a extremely difficult build to combat but I think survivors could eventually outplay me. In the end game, the survivors either quit or bled out to death. Now my question comes in here: is it holding the game hostage if one were to completely stop them from bleeding out? For example: picking up a survivor and dropping them, forcing them to gain wiggle bar and drop off you, while also preventing them from bleeding. This might be considered teaming with the survivor. But also hostage holding since your preventing their death. I would like to see other opinions and views on this matter.

I believe it's not an offense. The survivors can still do generators, so that's not you taking the game hostage.
Whether game mechanics, design and balance should allow it to happen is a separate topic

It's only holding the game hostage if you're refusing to kill anyone. Usually that'll mean someone's sitting there with the Doctor and range add-ons just shocking generators to keep everyone in madness 3 and stall the game. We would only ban for that in extreme situations.

Why would you even do that?
I'm not sure if it is banable or not, the game continues somehow, but you clearly procrastinate it on purpose. Slugging and let them bleed out already takes long enough but if you always force them to get up again it's even worse. And in my opinion not ok and could result in many people reporting you.
Just hook em or let them on the ground to bleed out if it makes you happy and go on to the next game.

I'm pretty sure I've heard that if you indefinitely refuse to hit survivors and just extend the game as long as you can then it can actually count as taking the game hostage, but don't quote me on that. As infinite T3 I don't see why you wouldn't hit them in the first place considering you can down them in one hit, and it wouldn't take long to eradicate every single pallet near the 3 gens that are left + you vault faster so windows are weaker too.

It's a shame they cant, I dont know, work on gens while one person is being played with.
Ban em instead of fixing the issues though right?

I would say this would be reportable for refusing to play normal gameplay than it would be for holding the game hostage. Sure, you could get some crappy survivors who can't hit their difficult skill checks, but this is totally workable. I'll just let you pull me off a gen and wiggle off and go back to work on the gen. So if you're busy with me, hopefully I'm not with a bunch of terrible survivors . Plus, Unbreakable is a perk that could have countered this to some degree. It might be taking the game hostage if you do this to just the last survivor otherwise the other survivors should be able to die or do something.

I would like to clarify the motive of this post. Yes I did slug and pick up a survivor so they wouldnt die. Yes I did it just to be toxic because that player pissed me off by flash lighting me. Does this make the game impossible if everyone else is down? No they are still bleeding while I'm dealing with someone else. Does this make the game impossible while someone else is up? No, the person up can do gens while I'm busy being toxic. The reason why I posted this is because a survivor told me its bannable. While I completely disagree with the pampering survivor entitlement this shouldn't be considered reportable for griefing. If I want the survivor to die slowly then he's gonna die slowly until someone else in the game does something about it. Just like how a survivor can run me around even if the exit gates are open at the end if the game.
