None of the survivors are underage, as stated by the devs in a previous livestream. They're all at least in their 20s.

I'm almost certain the devs confirmed that ALL survivors are least 21 yrs of age (something about children in horror games or regulations in some countries) in a livestream. I'll have to find the clip.

They said that other than licensed characters like Quentin and Laurie all other characters are at least 21, except maybe Claudette which might be 18

Claudette's a college student, Laurie Strode in the films was around 18-20 depending on the film, Quentin is 19 according to the film he's from which is the remake.

Technically speaking, they could be adults. They could have been taken a couple years later, for example. The Entity rebuilds things from their memories (which is why survivors are seen wearing outfits from different points in their life, like Dwight with his first job shirt).

Well if we take into account that Laurie is 17 from the first HALLOWEEN and that Quentin was 16/17 from NOES (2010) and they were taken by those time periods then they are indeed underage
