Do all perks have the ability to become purple/3 chevrons?

I've been playing for quite a while now and some perks just never seem to hit purple/3 chevrons. My Ace is fully prestige and while I keep working the blood web it just seems like I will never see some of these perks turn purple 😒

No. Some perks will become very rare by the time they're tier 3, others will remain as rare.

I've been meaning to ask why this is? How come some perks go up to purple rarity while others only go up to green rarity?

we used to have pink perks, ultra rare, which were the very strong perks, such as sprint burst and nurses calling, but they got rid of it and made all ultra rares very rare, due to chances of showing up in the bloodweb

Yeah like mostly the pinks are now when they will let u play a character u haven't bought yet.... but those are add-ons... I didn't know they had pink perks.

@Peanits Do the rarities actually affect how often they appear in the bloodweb? If there are 3 possible perks to appear and 2 are uncommon and 1 is rare is it more likely to get the 2 uncommon perks?
