With the last PTB we knew when to save a million bloodpoints for when they took our account info. Since the PTB didn’t come out this Tuesday I’ve been wanting to spend some bloodpoints but also want to have them to spend on the demogorgon
what I’m asking is will we get to know when to save the bloodpoints at? Or is it safe to assume to always have a million on Fridays?

I would say keep 1 million around next week or the week after that

It'll be out when the mysterious internal problem is resolved, as peanits stated.

I think for the PTB to really work they should give UNLIMITED bloodpoints so players could really test and fiddle with the new content. And it wouldn't be a bad idea to also give players some Auric Cells on the PTB too so players can see some skins (like in the first PTB with the store).

1 million isn’t enough to get 1 Characters to level let alone 3. They should increase the bloodpoint cap to 2 million.

Your safest bet is to stick close to the cap regardless. Spend some points when you get close. As long as you stay on top of it, you won't be caught with your pants down.
