Why punish killers for using their powers (perks)
I dont understand why killers like hillbilly, leatherface, plague, pig should be punished if they decide to use their power while for example surge is eguipped. I don't think it is a good idea to discourage certain killers to use certain perks on the account of their power, but yet legions feral frenzy counts as basic attack, nurse blink attack counts as basic attack, ghostface and myers exposed attack counts as basic, but pig does not get that bonus nor do hillbilly and leatherface. They changed this on infectious fright and now that perk is pretty great!
Perks should NEVER restrict killers from being efficent with their power.
And bonus complaint. putting more than 1-2 restrictions on perks is also not very great gameplay design. I mean with surge. You have to down someone for it to take affect. Ok fine now i know how to trigger it, but only within 24m, ok fair enough not making it to OP. BUT you HAVE to use your basic attack! Wait what? So now its only good on wraith and clown got it. And also if you play good you can still only use it every 40 seconds. Enough with all the restrictions man. 1 or 2 is enough.
Same goes with the survivor perks seconds wind should have some remove some restrictions removed and it would be great.
Imagine if using adrenaline you have to complete all gens. Fine. And also you have to be the one that completes the last gen and not within the terror radius. Its not fun with so many restrictions that make good perks outright bad. So stop making new super restrictive perks.

If surge gets reduced it should absolutely work with powers

It counts as a basic attack towards perk like sloppy butcher, third seal, save the best for last etc.

Funny thing is that it got reduced because 3 gen strat could be strong with that perk, but now that it is reduced its only good when 2 gens are close A.K.A 3 gen strat! massive LMAO!

Those don't require basic attacks.
Dark devotion for example specifically states that it requires a basic attack in order to proc yet Frenzy doesn't proc it.

Legion is gonna get obliterated if the Devs decide to remove Feral Frenzy as part of the basic attack list.
Third Seal won't work, Sloppy won't work, STBFL... The thought makes me wanna cry....

It's not like it matters because FF isn't supposed to down survivors. :)
Through, I think it would be nice if Surge worked whenever a survivor is downed, like they did with Infectious Fright.

It also doesnt say that it has to be basic attack on franklins demise or save the best for last, yet it doesnt work with pigs dash (not basic attack) BUT it works with feral frenzy! (counts as basic attack)

A competent Hillbilly will never double pip at red ranks. Many killers are already hindered for using their power.

Neither does Huntress base hatchet.
Or Pig's Dash Attack which uses her actual weapon.

That doesnt matter, they changed pigs dash to not count as basic attack guess thats as powerfull as a one shot. My point is perks should NOT discourage killers for using their power.

Some things are done for balance reasons. I understand that maybe Pig’s dash should count as a M1, as there is nothing necessarily OP about it... dunno why someone would opt to dash attack over just a M1 hit tho.

At the end of the day, same thing.
Certain powers are still physically held by the killer and still could down them.
(I understand bleeding out from Legion's Deep Wounds shouldn't and won't count, or stepping on Trapper's Trap with honing stone on. I do want balance, but this seems like a rubbish thing to do)

Omg read the comments... feral frenzy Counts as a basic attack towards the perk save the best for last being a prime example. Legion gets stacks pig do not with their power. And Even tho downing someone with FF is near impossible it would trigger the perk. Because it «counts» as a basic attack.

Feral Frenzy is not a basic attack. It does not trigger effects that specify basic attacks and does trigger effects that don't.
The effects that do not specify basic attack are inconsistent about what effects it:
For example save the best for last stacks are lost when you hit the obsession with a Hatchet or Chainsaw, but not when you hit them with Pig's ambush. And the Pig's ambush is effected by exposed but not Projectiles. Ect ect ect
However, Dark devotion is not procced by Frenzy, which is the only perk currently in live that specifically states basic attack, and old Mettle of Man used to not be proced by Frenzy, which is why Legion countered MoM

Nothing restricts you.
You know what killers you play, and what they do.
If you elect to use a perk that does not synergize with that killer, it is your fault.
If every perk was universally good on everyone in every situation, the game would get extremely dull.

Does the card say "basic attack"? I thought it just said when you put a survivor into dying state.

Frenzy attacks are not basic attacks. They score as frenzy attacks and proc perks that just says hit a survivor. They don't proc things that say basic attacks specifically like Noed for instance. It also doesn't give MoM stacks either because it isn't a true basic attack. Frenzy attacks inflict a unique state and the game counts them as ability hits for the devious scoring category. If Legion's frenzy attacks were actual basics then they'd be able to use the exposure effect to an very high degree.

Surge as it is right now is trash, there's literally no reason to use it over Thrilling tremors. When thrilling is map wide, seals off the gens and gives you information where survivors are at, meanwhile Surge is restricted to a 24 meter range and you have to meet 2 requirements to get the perk to work, 1 of the requirements which is not even up to (YOU) the killer, you basically have to hope the survivor is dumb enough to run you towards a gen.
IMO the perk should pop the 2/3 nearest gens to you and put it on a 2 minute cool down. This would make the perk much more usable in a realistic setting and the cool down would prevent you from spamming it continuously.

I agree that the perk has a horrible range currently, and also with the dude above that says it should just pop 2/3 nearest gens. But! No CD! So, maybe take away the 12% regression.
I am not a big fan of cds and kicking 3 gens for 37.5% total regression for a 2 min cd? 2 PGTW could be done faster than that, ez. And that's 50% regression.

Problem with FF is that you can't down someone with it, so you can't trigger Surge as Legion while using his ability
