The PTB yesterday
Do we know if the PTB from yesterday is going live today because Paulie Esther said if everything goes well yesterday then the new stuff from yesterday will go live today. The developers have also said this.

Where have they said this? It was implied the first day was just to test the dedicated servers and the new DLC would be tested for the remainder of the PTB.
Although if this were true, it would be nice. A one day PTB is VERY short, though.

Read through the PTB patch notes again by sounds of it the chapter won't be released yet but the other stuff will be

You completely misunderstood: what's going up today is the stranger Things chapter ON THE PTB. No-one knows when any of it, chapter or otherwise, enters the live game but as Paulie said, probably a couple of weeks from now.

It says in the patch notes about the dedicated servers and party management and bloodweb changes if everything goes well the content will release the next day. Read the notes from the link.
