Killer Idea: Pennywise (The Dead Lights)
With the "it: Chapter 2" movie coming out, Pennywise, or The Dead Lights, would be an excellent addition to the game. I've come up with a pretty cool power for him as well, which I think is pretty balanced as well, I just need some perk ideas for Bill and Beverly.

Power: Flavor of Fear
The Dead Lights transforms to manipulate and terrify it’s prey. Turning into the fears of his prey. His power is used to utterly terrify it’s victims, leaving them to confront their worst fears by bringing them to life.
- Grants the ability to switch between Torment and Terrify modes
- While in Torment mode, terror radius is smaller, allowing him to sneak up on survivors and plant up to 5 red balloons around the map and teleport to them at will, if survivors pop them, it will fill their Fear Gauge, The Dead Lights will be notified
- While in Terrify mode, terror radius is larger, and movement speed is faster. He still retains the ability to teleport to balloons. His transformations are one of three fears: Headless Boy, Leper, Painting. Basic attacks are changed. Headless Boy throws smoking eggs, Painting plays a song and performs a lunge, and Leper vomits. Each attack fill a survivors fear gauge. When the gauge is full, The Dead Lights is able to grab them with the Deadlights, to Petrify them until grabbed or broken out by another survivor.
- Transformations are random
- When using the Deadlights, an impossible skill check will appear, should a survivor succeed, they will break from his grasp, stunning him and resetting their gauge, should they fail, they will be Petrified
- 5 second cooldown between transformations
- Survivors with a full fear gauge scream at random times, alerting everyone on the map, and hallucinate The Thing, until they Face Their Fears.
- Fear gauge raises when being chased by, hit by, or inside The Dead Light’s terror radius.
- Pallet Stuns break Transformations
- Movement speed is slightly reduced while transforming

- Level 30: Face of Fear: Survivors are ever scared of encountering you. For each survivor injured you gain a token. Max of 5 tokens. Survivors who fail a skill check are given the exposed effect and are revealed to the killer. 1-4 tokens = 15 seconds, 5 tokens = 20 seconds

- Level 35: Insatiable Appetite: Your ever unsatisfiable hunger guides you to your next meal. When a generator hits 25/50%, a notification will be given to the killer, and all survivor scratch marks will appear closer together.

- Level 40: Real Enough for You?:Your presence and Maliciousness cement your reality. For every time you injure/hook a survivor, you gain a token. Max of 10 tokens. Any survivors within your terror radius are given the Exhausted and Blindness status effect.

- Popped Balloon String: A string that still has a bit of red rubber on it, formerly a symbol of terror: Slightly increases balloon teleport speed.
- Broken Bike Chain: A broken bike chain from a former victim: Slightly increases Shapeshifting speed.
- Small bag of Balloons: A small pack of red balloons: Slightly increases Fear Gauge fill rate. Adds 1 balloon
Uncommon
- Bloody Balloon String: A balloon string coated in blood, a memento of former victims fills you with resolve: Slightly increases mode switching speed.
- Medium bag of Balloons: A medium sized pack of red balloons, so much fear potential: Slightly increases Fear Gauge fill rate. Add’s 2 balloons
- Tattered Clothing: Pieces of ripped clothing, torn from victims and added to your attire: Slightly decreases Torment terror radius.
- Derry Newspaper: A newspaper telling about Pennywise’s many wicked deeds, the word has spread, and so has the fear: Moderately increases Terrify transformations attack range.
Rare
- Laced Gloves: Laced, silk gloves, almost brand new, provides a comfy grip: Moderately increases balloon planting speed.
- Derry Sewer Map: A map of Derry’s sewer system, so now all locations are known: Moderately increases balloon teleportation speed.
- Red Balloon: A full red balloon, a completed symbol of fear: Moderately increases Fear Gauge fill rate.
- Chunk of Flesh: A chunk of freshly torn flesh, Its scent compels you to get more: Moderately increases Mode change speed.
Very Rare
- Wellhouse Stone: A stone from the wellhouse well, it familiarity allows easy transportation: Greatly increases balloon teleportation speed.
- Betty Ripsom’s Shoe: Betty Ripsom’s shoe, caked with mud and flooded with sewer water, a clear sign of something sinister: When Survivors Face Their Fears, skill check zone appears in random places, succeeding in the action makes survivors suffer Hindered status effect for 30 seconds.
- Balloon Bouquet: A full Bouquet of red balloons, gives more to fear than just one: Greatly increases Fear Gauge fill rate. Adds 3 balloons
- Bloody Rain Boot: A Bloody rain boot that once belonged to Georgie Denbrough. Greatly increases all power attribute speeds.
- Dirty Switchblade: A switchblade covered in dirt, once belonging to Henry Bowers. Attacks from Terrify transformations apply unique status effects. Headless Boy = Deep Wound, Painting = Hindered, Leper = Exhausted
Ultra Rare
- Iridescent Balloon: This balloon radiates with the power of fear, warm to the touch, filled with terrified screams: All survivors start the trial with a full Fear Gauge, greatly increases deadlights petrify time, skill check zone for waking survivors is significantly smaller.

- Georgie’s Boat: Georgie’s paper boat, it still has a bit of blood on it: Transformations no longer have a cooldown, Mode switch speed is tremendously increased, and balloon teleport speed is tremendously increased

Mori
Survivor tries to stand , Pennywise jumps on their back and bites their arm off. He gets off the survivor and starts eating the arm while the survivor crawls away. He waves at them with the arm and throws it at them, finally killing them.

Amazing but I suggest one change, The map should be the sewers, and twistimg maze of Sewer walls with open areas here and there
