Idk if you seem excited to put somebody on a hook you would want to pick them up faster right?

I like the idea. Fire up doesn't have to be the only perk to let you pick up survivors faster.

It makes sense, the whole point is that you're so excited to ring them to the hook you do it faster.
Everyone is mentioning Fire Up but to be 100% honest Fire Up is not a good perk and the only good thing about it is the Break and Vault speeds but it is still hampered by the Gen requirement. Using this perk JUST for the pick up animation is stupid, just like it is to use this perk for any of the things because the perk itself is bad since it requires Gens, the more you lose the more powerful in small areas you get but you can't capitalize on it UNLESS you're Vault Master Myers or Wraith.
So because Fire Up is inherently a bad park, buffing Agitation with something as small as pick up speed is a good idea. It won't make Fire Up any more useless than it already is and I say this as a Freddy main.

Fire up is terrible unless you are combo'ing it with brutal strength; but for the exact same 2 perk slots spirit fury / enduring does the exact same job but also let's you get in free hits as well.
Agitation is usually a waste unless you are explicitly going for basement hooks with it, or maybe you are billy with BBQ so you can hook people before the others can get into lockers. Other than that I think it's a waste of a perk slot.

No. Agitation is already a powerful perk, especially when combined with other perks. No need for a buff. There are perks that need buffs, but agitation is not one of them.
