Will custom perks/icons be bannable once dedicated servers arrive?

I love custom perks and icons and at the moment they are a hot topic for devs, where you can get banned for using them, even though no one reported for getting banned for changing those files.
And I wanted to know, with the introduction of dedicated servers will we start getting banned for using them?

As far as I know, the devs and EAC themselves have both said they don't care if people use custom perks, so I don't think dedicated servers will do change that.
