I know this won't realistically work because of the perk levels but hear me out.

For each dull totem on the map the killer gains a 1% movement speed boost up to a maximum of 4%.

I have no problems with the killer's ability to one-shot survivors, only the speed boost is a problem, imo.

Why this wouldn't work with the current setup, however, is because each level noed increases the movement speed and grants the ability to one-shot survivors. Inb4 this change wouldn't have any effect on. But then again, this change wouldn't have any effect on nurses, possibly making them even more frustrating to play against.

Why i think this could be a good change to noed is because it further encourages the cleansing of totems.

    On the bright side with Inner Strength noed won't really be much of a thing soon.

    I could be biased, but I still don't think NOED needs to change. As long as someone is doing totems (secondary objective) you can completely negate before it even comes into play. Just have someone run Small Game, or just learn totem spawn locations in general and you're usually all set.

    That's really the counterplay, do totems, and now that we have that one perk come out with Nancy, people will most likely do totems more often now.

    I've been running Inner Strength on Nancy the past couple of days, and the funny thing about it is, it both encourages and discourages the cleansing of totems. You want to cleanse a totem to activate the perk, but then you're often reluctant to cleanse any more while the perk is still active because you want to have more chances to activate it later on if need be. So it's both a nerf and a buff to NOED in my opinion.
