New unhook concept
How would the community feel about an unhook mechanic where the survivor breaks the hook, while a survivors on it, to unhook the survivor.
Sabotaging add-ons and perks would become viable again. Killers won't be able to immediately rehook survivors. Even putrid oak offerings would become useful.
It would be balanced by the fact that it takes substantially longer to sabo a hook than unhook.
This would be in addition to the normal unhook. Could also open avenues for new killer and survivor perks. I.e. (increased sabo speed when a killer is with varying range- survivor, or hooks take longer to sabo when you're outside of varying range-killer)
I don't know if this has been discussed before in the community or by the devs, but I think it's a really interesting idea. Would love to hear your thoughts.

No I know, i'm not bashing the idea i'm just giving my insight on how this would have a role into the current meta.
Maybe when doing the new 2nd option to break the hook while someone is on it, you're given say a set amount of time of about 20 seconds or so? And breaking the hook would instead increase the broken hook timer by 30 seconds or something? Instead of being permanent, as if it was permanent it would cause a issue where people would constantly break hooks permanently and have the game be insanely harder to hook others.

I like the idea of having the option to sabotage the hook when unhooking, and maybe the sabo going twice as fast if someone's on the hook, and being doable without a toolbox if someone's on the hook.

I think it would probably have to be balanced with the normal speed and needing toolboxes or sabotuer perks, ofherwise it'd just be to op

Some constructive criticism here. Wouldn't that just strengthen the problem with camping and proxy camping that some Killers do at lower ranks? How would they be able to break the hook fast enough before the Killer comes back to monitor the hook.
Even in a normal scenario, the unhooking process should be as quick as it usually is, I think having a new system that requires you to break the hook to unhook a Survivor wouldn't go well in regular matches... People would exploit the window of time each unhooking takes, and ultimately get the other person downed as well.
Now if they had it as a 2nd option like you said, I can see it possible working but it would be very niche at best. Most people would just unhook you can continue the game, rather than going through the process of breaking the hook while they're on it.
Plus, the original problem comes into play also, which is why they made the hooks respawn after awhile. Back in 2016, people would break hooks constantly, and they wouldn't respawn... This made the game incredible long and tedious for the Killer, since you'd have to use iron graps + agitation (the meta at the time) to get the Survivors to the only unbreakable hooks, which were the basement hooks...
So say, if there is 12 hooks in total to kill all Survivors, and they broke 11 of them, it'd make the process increasing difficult to get another hook... I don't even think there are more than 10 hooks in a game actually.. but I could be wrong.
Now say, if you increased the "unhook, breaking hook" speed, it would make that a meta... and have most Survivors at Rank Red breaking hooks permanently and having them not respawn.
Now, if we DID have the hooks respawn, and this mechanic was added, I think that would be alright... We already have a perk that does exactly what you described... so it could work.

@FireHazard both unhook methods would be present. You could choose to unhook or sabotage. Maybe hooks broken while someone is on them could respawn faster or that could also be a killer perk. Definitely would be situational, but youd also have the choice when to unhook or sabo.
There's perks that already dance around the subject. It's definitely not something that's hugely needed or anything like that. I just had the idea while unhooking.

Yeah Definitely no permanent hook breaks. I like the idea that a hook broken while someone is on it, takes longer next time. Like Freddy's wake up mechanic.
I don't think people would go around breaking every hook ahead of time anymore than they do already. This idea would be specific to survivors on hooks. Might increase meta of 99ing nearby hooks tho, but that would still be thrown in with people would need to prioritize as a meta bringing sabo gear or perks, and or team coordination. Making them viable would definitely increase their use in games, but perhaps not substantially more.
