Survivors should recover from the Exhaustion while running
Making Survivors do not recover from Exhaustion while running was very questionable at least because this change made life of tunnel vision killers a lot easier and survivors getting tunneled harder.
My suggestion: Survivors should recover from the Exhaustion while running and getting chased at the same time at 50% of normal speed.

In this situation, survivors should have been chased for 66-80 seconds to gain sprint burst, so if the Killer didn’t catch him during this time - its the Killer’s fault. Imo solid Killer don’t chase one Survivor for such a long time. If he can’t catch a survivor quickly - he should leave a survivor and protect gens for applying pressure.

In this scenario, the killer is inexperienced and already making mistakes. Is it really necessary to further punish killers for performing poorly?
It could also be turned around to say that the survivor is messing up, because they've been unable to juke and break chase with the killer.

How does rushing out of a locker make you exhausted? Or skipping a step ahead to dodge a attack makes you exhausted? Most out of shape survivors ever.

how often do you pull a rip cord in front of yourself and heal wounds?
how often do you survive being hung from a meat hook multiple times?

Unfortunately it was changed because rewarding a Survivor for extending out chases isn’t the devs vision.

I will be all for changing it back if there weren't specific areas still in the game that could be very easily considered pseudo infinites without certain pallets spawning in an area but if they do spawn that makes it even worse.

Experiment for you, get chainsaw'd irl, hooked, then unhooked. What happens after that, good as new? That type of logic is literally the worst thing when it comes to this game along with the worst argument to whether this game should be realistic or not.

... either you will be downed way before it recovers, or you just wanna abuse loops that aren't quite strong but will buy you enough time.
Or worse, you wanna abuse less experienced killers.
This is like if killers started asking to get bloodlust every 5 seconds... it's ridiculous

This is a dumb argument, especially considering that it used to be the way the OP wants it, and it got changed because it was too strong. Survivors don't need more time-wasting tools than they already have.
Also, if you ask me: If the chase takes long enough for this to become relevant, the killer has already made a lot of mistakes, and this is just a "win more" mechanic. "Win more" mechanics are almost universally awful in video games.

It's almost like killers get the same thing called Bloodlust, something that can be activated an unlimited time in a chase and rewards the killer for playing poorly (excluding infinites that no longer exist of course).

Even Killer players agree Bloodlust shouldn’t be a thing. Multiple skilled and long-term players, including Monto and Tru3 I believe, want Bloodlust to be removed.
It’s already been nerfed and is better (by which I mean ‘more fair for both sides’) than it was before. Bloodlust used to make a Killer go like 130% or something, but now it’s much slower, which is a good thing. But it cannot be removed yet. Not until maps are tremendously overhauled.
Therefore your bloodlust argument is invalid

Bloodlust is a band-aid fix to deal with poor map design. Survivors can break line of sight or use pallets to break Bloodlust.
The game wasn't designed for chases to last as long as they do. Part of balancing the game in the future will be about shortening chases, not lengthening them.

Bloodlust is a big part of why infinites no longer exist.
And more importantly serves as a failsafe for when chases start going on for long enough that it's silly.
AND also has counterplay in the form of pallets.
And also also can't be used outside of a chase unlike Sprint Burse.
And also also also doesn't have nearly the same overall effect per activation. A hypothetical bloodlust 10 would be required to give the same speed boost, and while not quite as much is required to get the same total extra distance it's still a lot of time, plenty of time to reach a pallet and reset it.

Also also also also also the amount of time to catch up to a Survivor. Not even talking about loops here, just Survivor starts running somewhat early or has Sprint burst or something, is actually very large without bloodlust. It's still large even with bloodlust but it helps make you not instantly lose just because a Survivor ran in a straight line away from you. Even then it's still insufficient in a lot of cases and is why the top tiers are who they are. All of them have some way to bypass the issue.
Hag can just instantaneously be next to the Survivor. Huntress has range. Freddy teleports. Demogorgon teleports. Nurse blinks are super fast. Spirit's phase walk is extremely fast. Billy's saw is insanely fast.
Meanwhile Killers like Leatherface have to spend upwards of 20 seconds just closing off the initial distance, let alone actually running whatever loops Survivors find.

Survivors can already waste a massive amount of time, if they have been running the killer for 60 seconds, they have already done their job with gens because if you got a decent team that up to 3 gens almost done, Most likely 2 if you pressure properly and that is honestly mostly a guessing game. Having a even longer chase just isn't needed, Exhaustion perks are currently in a decent place and don't need to be stronger like they use to be

Bloodlust was never created with the ability to disable it ‘for certain maps’ in mind. The devs can’t go ahead and make Bloodlust disabled for ‘this map but not that map’.
With map generation also being RNG based, some infinites or extremely strong loops that require bloodlust can spawn accidentally. I once played a match as Survivor where a TL wall and long pallet wall with window spawned next to the Killer Shack, on the same side as the shack window, for example. The Killer found it impossible to catch me until he got Bloodlust 3.
Map RNG is currently too unpredictable to disable Bloodlust ‘for some maps’ as semi-infinites and total infinites can still accidentally spawn at times. Until absolutely every single map has been fixed, and safer RNG limits and thresholds are added, Bloodlust needs to stay.

So you're telling me you recover from being exhausted while running a marathon? Yeah no. Give us a Gatorade chapter and give one to every survivor and then sure. This would be a great buff for vigil though!

I think Exhaustion should recover while running, but only at 25% the normal recovery speed. This turns a 40 second Exhaustion timer to a 160 second Exhaustion timer, which means the survivor would need to outplay you for 160 seconds to get their second Exhaustion perk off within the same chase. :)
I think this is a fair compromise in my opinion.

Exhaustion should not recover while running. Not by default, not with a perk.
The entire point of the change was that if you're running the killer for long enough that your exhaustion recovers, the chase has already been obscenely long.
You don't need another chase extender, the killer doesn't need a kick in the balls when they're already down.
This also doesn't just affect "tunnel vision killers" like you imply, as it also means exhaustion perks in general will trigger more often as running between objectives etc will allow them to keep cooling down.

Not to play Devils advocate here (as I honestly don't care to chime in on this conversation) but try this:
*Take a machete swing to the back
*Run for 30-40 seconds
*Rub your tummy and tell me if you feel better
*Rinse and repeat several times
Lots of stuff in this game makes no real life logical sense.

I believe they nerfed it bc with insta-heal and everything it was just too hard for killers to have fun when someone could use SB every 40s/36s.

I think they should rework exhaustion add-ons and possibly allow vigil to allow you to recover from exhaustion while running however at a much slower rate (longer than it took before exhaustion nerf).

There used to not even be exhaustion, just a cooldown. And quite frankly extending a chase for 40 seconds is EASY back in those days. Even now you could feasibly do that except vs top tier.
