How likely would it be to get joker in the fog?

It'd be an interesting concept and tbh I think if it was to be a real chapter it'd bring in alot of fans but at the same time joker isn't technically a horror film. So what'd be your opinions?

Also being a chasing killer doesn't fit the Joker at all, he will want you to chase him instead so he can trick you during it.

I would agree with all the points you just made. Don't need another clown who is gonna have some useless power especially licensed character like Joker it's pretty limiting what you can do with his power. And I want next 4 chapters to be original since we got so many licensed killers/survivors this year so my shards don't just sit there to look pretty and to give my wallet a little rest.
