Just because someone has to be that guy - if you would increase the Survivor Movement Speed to 105%, it would be 100% again. Because the percentages are based on Survivor Movement Speed while running (which is classified as 100%).
To your idea itself - nope. You would totally need to rebalance the whole game and all of the Maps for that.

Boi, get better at trying to bait a war. You realize posts like this are not good for the forum as a whole? I'm rather sure this will be held up in some other post war with some salty guy going "This is what Survivor mains want!" etc etc. Please, just think about what you post first. Chases are long enough to make me wanna copy Plague. Adding even that much to the movement speed would make all Killers quit... or at least the ones that arent masochistic. (And that's coming from a Legion main. I'd quit as soon as I saw that patch note)
