The closing of hatch.
I believe there should be at least a 10 second timer before the killer can close hatch.

No I reached hatch first multiple times but I never got jump in no matter how fast I clicked RB.

Whoever gets to the hatch first gets the upper hand, it's fair.

If you get to hatch first but it hasn't opened yet and the killer gets there, they still get to close hatch before you can jump in.

Yeah. That's whats intended.
Before the killer could close it, he would just grab you, leading to the same results.
But now we don't have the standoff

If the hatch hasn't opened yet then it's fair game.
That's on you if you think in any way shape or form that the killer is going to get to that hatch before it opens leave the hatch.
When people say whoever gets to the Hatch first they are implying when it's opened

See here's my problem if I don't have any chance to jump in, how is it fair game. See the meaning of fair is for both sides of anything to be able to beat the other side by being better not having a given advantage.

A 1v1 isn’t supposed to be fair though. Killers are always supposed to have the advantage in that situation. What’s most likely happening is that the game is registering the Killer’s button press before yours. You’ll just have to get there faster.
But if we decide to give a 10 second timer to closing the Hatch for some weird reason, then it should take the Survivor at least 15 seconds to jump in. You can be interrupted while jumping in.

If the killer gets to the exit gate before the survivor has finished opening it, the killer usually wins.
Why should it be different if the killer gets to the hatch before the hatch has opened?

There are ways to bait gates as survivor. You can memorize how far the bar goes before a light comes on easily. All you have to do is spot the killer checking your door, wait until the killer leaves again after checking on it, pull the lever either until it reaches that point before the first light comes on or until you think the killer will be back (repeating if you get off early until it is at that point), hide, wait until the killer leaves again before pulling the lever again and you can escape for free.
