Is the blood web change effective in the live servers as of today?

It's not showing within the patch notes 3.2.0 the blood web change and it's not showing any difference so I'm confused whether the blood web change did happen or not

If you're talking about the changes to the blood webs grind and the increase in perks being shown, than yes that is already live.

But in other words you still have to aquire the teachables? Or the perks just show up random in the webs

You still need to level up a character to level 30, 35, and 40 in the blood-web to unlock teachables yes.
Because of how the blood-web is now, you can possible get the teachable perk unlocked for all Killers/Survivors, and get another perk on-top of that in the same blood-web now.
