Wraith buffs : easy, and would make him on par with ghost face and myers
Step one - remove his shimmer whilst cloaked outside of a 16m radius. This will allow him to sneak up on people undetected. Smart survivors will still be able to see grass moving.
Step two - make his speed decrease and increase whilst uncloaking and sneak attacking even out at base kit - what this means is make the 3s to decloak and the decreased speed and distance even with the amount of distance gained by the speed boost. The decreased speed and Bell chime are there as a warning, giving the survivor a head start on a loop, whilst the returning speed boost should allow him to catch up for any distance he lacked due to the speed increase. Add-ons should increase this and his out of stealth lunge.
Step 3 - the ghost soot add-on should have 3s basekit. This makes him reliant on getting the jump on survivors around corners, similar to ghostface and rely on cover to get a good angle of attack. The add-on will be decreased to be 3s extra.
Step 4 - green windstorm speed should be base and green shadow dance should be base. They should also increase the shimmer distance slightly.
Step 5 - reapparence swift hunt add-ons will no longer decrease reappearance time. The 3s will be basekit and unchangeable. On the flip side, re-appearing with these add-ons on will instead increase vault,break and other action speeds whilst in the post spirit world.
These changes will put him more in line with ghost face/Myers as a stealth killer, being able to sneak up on survivors, get a good first hit and have them speed off away. It also potentially buffs his chase ability, through the Swift hunt add-ons allowing him alternative ways of vaulting and smashing pallets when stacked with the shadow dance add-ons. Making green windstorm basekit will give him a greater map presence and allow him to sweep the map easier.
No add-on with these changes should decrease reapparence time however. The 3s warning is the equivalent of breaking line of sight with Myers, or breaking ghostface out of stealth (gf requires 5s by default to expose, and Myers tiers up initially whilst breaking line of sight is easier.) A lack of shimmer will make it far easier to suprise survivors, and a lack of initial redstain will make mind games easier.
With these changes he will be incredibly good at getting first hits (similar to legion) whilst maintaining the ability to stealth around the map in a fashion that creates a very dangerous place for survivors. He will have poor chase ability and rely mostly on stealth (however his two series of add-ons can supplement his weakness in this area, whilst all others will increase his strengths)

And why no. These are genuinely good and well thought out changes. Please give constructive criticism rather then just saying no so that I can alter the ideas in a way that makes him better for everyone

I don't like your idea of putting in "Windstorm" - White, it'll slow him down too much for the good super lunges.

But making green windstorm base with green windstorm/purple untouched? Im basically saying his lunge should equal out at base, but with everything else stacked up it should be slightly larger then it is now with the super lunges. Never meant that his lunge would be smaller at base just that the overall speed would even out :)
