This game really needs to bring back the "horror" feeling
When doctor released, this game got a secondary horror vibe, just like how OutLast 2 has psychological fear and panic fear
Panic fear being fear that makes you panic, and psychological fear being something that messes with your head
This game used to have Panic and Psychological (Psychological being how doctor can create fake pallets and create illusions of himself that are not real) but as soon as the store released and we started getting certain cosmetics, it just left the game, panic is all that remains in the game.
Psychological was sorta brought back with Freddy's rework being the Generators and Fake pallets but not enough to be scary
So all I am really asking for is create a killer that is terrifying and applies both psychological and panic fear and then this game will be a horror again, like a killer with no TR and messes with a survivors head without needing Add-ons or Perks to do it

You've basically said it yourself, but that stuff isn't really gone. Freddy has the same idea behind him. The difference is that you're hardened to the horror feeling. Something isn't going to stay scary forever, at some point it's going to stop being scary and start to feel like more of a game.
This still happens for a lot of new players, for what it's worth. I'd recommend checking out some footage from conventions where people are playing for the first time.

I know new players feel fear, I experienced it when I started during 2017 All Hallows eve
but the feeling is survivors, even new players and vets, should be scared of a killer consistently instead of a few times

I remember how everybody loved spirit when she came out because of this. Tier 1 Myers is still loved (mostly) for his playstyle and GF would be great psychological fear if he wasn't the number one meme killer. But I think also Demogorgon has both of it, the new chase music, everytime he misses you with a lunge and boosts into your camera right beside you, and the oblivious state while on the portals grant several scary situations in my opinion.
The thing is, to be scary, a killer really needs to be viable to be a threat and the longer they are out, the louder the voices get to call the killer UP or OP, ruining the atmosphere somehow

Think of it like this. This extremely scary movie released. Your first time watching it scared the ######### out of you, second time not so much, now you are watching it for the 50th time and its nowhere near as scary. Sure you get jumped a couple times but its not scary any more. This is dbd in a nutshell

That's not really possible, though. You can't consistently get scared by the same thing. Eventually your brains goes, "Why am I scared? I've done this a hundred times." I love horror games, Resident Evil 7 was one of my favourites; probably one of the best in the genre for spooks and scares (great atmosphere, pacing, etc.). But after playing it a couple times, it's just not scary to me anymore.
Although for what it's worth, I still see people who have played the game for thousands of hours get scared by killers like Michael Myers to this day.

Myers still has that feeling. But its going to be ruined with the next update. Also perks like Premonition and Spine chill ruin that thrill as well =/

Being scared of something will never be consistent. I'm sorry but that is sadly the nature of this game and real life. Peanits made a great point, it's scary at first but it isn't after a hundred-thousand hours. No matter what they add to this game, it'll still be some guy playing a game just like you as you loop him, blind him, and tbag him, making this super scary killer that BHVR made, another joke.
I do agree, however, that some cosmetics feel tacky and out of place in a horror game. Neon Nea, Lettuce Hag, Ashy Slashy (I love it but we all know it's silly) and Elephant Clown (SoonTM) all are goofy and not very horror based or spooky. I'm fine with skins and cosmetics that are unique, fun, and easygoing but all skins should still relate to horror primarily. Make them bloodier and more beat up, that's a real quick fix to some silly outfits.

In DBD fright always turns into annoyance. No matter how you design a killer or how strong you make them survivors will always get used to it. Best way is to make killers strong so they have a presence and giving them some amount of counterplay.

I'm still pretty horrified whenever I see the other survivors dropping like flies in the beginning of a trial.
Anyway - the horror feeling goes away pretty quickly since a human's greatest ability is adapting. You cannot introduce features fast enough in a game to offset that.

I still sometimes get a little shock. Only today I was camping the hatch and didnt see the Ghostface right behind me.
Myers I still find sinister and the odd hag trap gives me a fright.

I used to be terrified just by the chase music. Also wraith was my worst nightmare. But now I just laugh at him and click a flashlight to his face just to hear the funny sound he makes Lmao.

This game obeys strict rules, as games do, and as such the horror factor will always diminish over time.
Most killers have to tag someone twice and put them on a hook before they even begin to do any real damage. That doesn't really engender fear.
One of the reasons why Myers is among the few killers genuinely capable of scaring even experienced survivors is that he's relatively unpredictable. He's harder to detect than average, can do more damage than average, and can potentially down the whole team in a short period of time.
If killers in horror movies worked like killers in this game, they would just get swarmed by the protagonists and overwhelmed in short order.

I feel the same way. There just isn't horror in this game after awhile. I have a fan creation about a killer that can create fake terror radius around the map and his power basically turns the lights out conpletely inside of any terror radius. Also making the survivor blind and deaf allowing the killer to basically sneak up on a survivor and scare the crap out of them when the lights come back on.
I just love the scenes where the killer just appears behind the victim. I would love that to come to this game. They can use my idea.

I really thought the blur in the distance was quite unique and made the game have a better feeling to it. I say bring it back. I forgot why it was taken from the game.

Idk man, the balance of the game is already pretty scary, sometimes i can't sleep after playing a game cuz im too scared of being tunneled by a Spirit or a pre nerf Nurse tier 1 with omega blink addons

Until you pallet stun the Xenomorph so many times it starts spinning in rage and then DC's right in front of you. Then, just like all the other killers, it is a spooky costume with the potential for a clown to be underneath.

I think that being scared can only go so far if you keep playing over and over.
What I do think they need to change is the atmosphere a bit in maps.
Something I absolutely love about Hawkings Lab is the amount of environmental sound effects throughout it... (doors trying to close, rat inside the cage, the room with the portal) It gives it that eerie feel that I think just seals the deal.
I hope that more maps will eventually get the same treatment.

You have a CM saying it's impossible to add horror elements to a horror game. Like, CMs communicate to the Devs ... I dunno, maybe talk to them about this community concern and make some new dynamic elements to the maps that keep things scary? It's not my job to come up with ideas but if you wanted to Make DBD Scary Again, you could. Easily. Shake up things a lot. Maybe after you're done with Dedicated Servers and The Archives.
It's really telling when NOED is one of the few "OMG" things remaining that make even experienced survivors piss themselves over. Try adding cobbwebs, spiders, louder crow sounds, darker maps (next to no light), no heartbeat/red stain perma mode, map specific ambience, why doesn't the Clown map have things at the circus that pop out of the ground? Why not on Disturbed Ward you can't hear mentally ill patients screaming? Or on the Lery's Institute people in pain? The Game you could hear people being tortured?

The game would be more scary, if the music or the "killer is getting closer" warnings would get patched out from the game.
just a map, dark, hearing ambience noises like wind, wolfs howl, crows whatever - and footsteps.
maybe that's too hard to play, but it would be great to have that as an additional "hard" mode haha. give players the choice if they wanna play with all that music / warning sounds, or completely turned off, to scare you to death ;D

How many players are scared of the Doctor now? I think a reasonable argument could be made that the most recent killer, Demogorgon, does a pretty good job at doing exactly what you're suggesting. It has all kinds of good ambient noises and a head that opens up to a thousand teeth is pretty terrifying. But are players "scared" of Demogorgon? I doubt many experienced players are.
