Even if the update is ready for Steam, we probably won't get it for another week making it no longer a Halloween event due to the time to get the update approved on PS4 and Xbox

I think thats just preperation for the steam sales. Databases for games get updated all the time.

There you can always see if they changed their shipping branches, which was 3 or 4 hours ago. Sometimes they release from shipping-qa, other times from shipping-live, depends if it's a hotfix or not I guess.

Sounds like Xbox has been approved for some time. I'm not sure though, there has been no official word.

It's totally unrelated. A banner appearing in the store for an event and the update itself are completely disconnected. If there was some link to it, it would only show up once the update is actually out (logically speaking).
That banner first appeared when the event was originally planned to start.
