    The developers have said the Halloween event will run with the mid chapter update, and they made a point to make a *just in time {pumpkin emoji}* notification, so I would assume yes

    I'd assume so as the new Rift (Battle Pass) contains Putrid Serum which is used as currency in the Halloween event.

    The halloween event is tied to the archives. That's why it was delayed and not released already. So yes, it is launching with the archives
