What happen if I complete the entire rift then buy a premium pass, do I get to claim all of them or do I have to level up my rift again?

This is how it works, when you complete all 70 tiers for the free pass you can than have the option to buy the premium pass after you're done with the free pass.
If you do, you'll be given everything on the premium pass. It'll treat it as if you already owned the pass, and you'll be compensated for buying it after completing the entire tome for that season.
"short answer"
If you complete the free pass and buy the premium after, you'll still get all the rewards from the premium pass for how far in the tier list you went. So if you buy the premium pass when you're 50 tiers into the free pass, than you'll get all 50 tier rewards from the premium pass as well.

You will earn everything that you should've unlocked, so you will instantly get everything in the premium pass.
ALTHOUGH, there is apparently a bug at the moment where you will not receive Auric Cells for the previous tiers once you buy it. Just send in a support ticket if this happens to you.
