Just to clear up some confusion about Archives terminology!
Hi!
Just so we all know for sure we're talking about the same thing, here's what "Tomes" and "Levels" in the Archives are:
Tomes have 4 Levels.
Tome 1 is the currently available one.
Level 1 was the first web you saw when the Archives released, and Level 2 was just released a few days ago.
Tome 2 will come out with the next mid-chapter update.

There is a new Tome planned for each Mid-Chapter update. Levels release every 2 weeks, so Level 4 unlocks roughly a month before the next Tome.

I know tomes last forever but if you haven't done a challenge in a tome during it's specific rift, can you complete it during another rift and claim the rift fragments?

No. Each new tome comes with a new rift with fragments that can be claimed to it specifically. All the fragments you don't claim in Tome 1 for the current Rift will be gone after the rift closes. You'll only be able to claim the BP.
