They just keep saying “it’s a work in progress, once we get it up and running, it’ll go live” but I doubt they’ve even bothered with working on it

    Probably not. Things like this typically don't get a release date because they're always at risk of getting pushed back. I would imagine this change would go to PTB before going live, though, so you'd probably have some warning before it actually goes through.

    And then they do give an actual date, a bug is discovered by their QA, the patch has to be pushed back, and everyone and their mother starts planning an armed assault on BHVR's headquarters.

    No. They only reviewed bombed HQ when exhaustion nerf came in
