    Borrowed Time is a generic perk on console. It is not tied to any character, it just appears randomly in bloodwebs by default (like kindred, or small game, for example).

    Bill's perks are just included in the standard survivor perk pool (that includes stuff like Kindred) for consoles. Which is great because it's one less character we have to dump BP into.
