Which killers do you think need reworks the most
Personally I feel Doctor needs a bit of a rework next. His power takes too long to actually have an effect and by the time it does the damage is already done and 400 gens are powered lol.

Legion 100% for me. Their power is so useless.

75% chance he will even worse after rework according on 3.4.0 "buff" with epic nerf on FF on-hit effect. Anyone can explain why devs try bury him even deeper?

Cannibal.
I'd say Clown, but i kinda like what his Power is, and a rework implies it'll be way too different.
Cannibal is a slower Hillbilly with some more power at close range.
Also his Add-on arsenal is still very much outdated, with some broken as well.

They need to do a full power rework like they done with freddy. I can't see any buffs making legion fun to play.

Legion
They had an interesting concept on release but it wasn't the right thing to do, they fixed their mistake and balanced them but in the process weakened them. They implemented some more changes but weakened them in different places that matter, all around the Legion has been on a roller coaster of torture they don't deserve. The community has expressed their concerns and the Devs barely paid attention according to this latest chapter so I think reworking them is the best choice as it allows them to come up with a better power that can't be accidentally exploited which is the only reason Legion has all these problems.
Legion is a group of teens who play together and kill together, it would be cool to get a power that reflects that. I love Legion and when they came out they were a shot of adrenaline and bloody action, I want that back.

Feral frenzy is silly hard to balance I've realized so they need to get rid of it. It's either gonna be useless or BROKEN IN HALF.

Most killers really need QoL buffs and changes, rather than full-blown reworks.
The killer that's in the most dire need of a rework is probably Legion and a proper rework this time.. a barrage of nerfs and calling it a rework.

Most of the less performing killers need small tweaks that could be done relatively fast. The dev team could still do reworks if they chose to but these fixes could be done without much effort and implemented almost immediately.
Trapper - carry an extra trap on base kit.
Wraith - reappear speed and movement speed while cloaked adjusted slightly.
Nurse - reduce the cooldown of her power down to 2 seconds at base and see how that does.
Doctor - increase the base range of shock therapy and increase the amount of time you can't vault from getting shocked slightly. ( would make him more counter loop)
Demogorgon - let him set endless portals and make the last one set disappear (like hag)
Freddy - give him a slight slowdown when putting down pools of blood or placing pallets ( like oni collecting blood)
Spirit - nothing yet
Billy - he's pretty balanced tbh
Ghostface - fix the way he is broken out of his power on both sides.
Leatherface - reduce the slowdown he gets from charging his chainsaw (make it like billy) and make the 5th hit on his swing actually do damage.
Myers - slightly decrease the time to get out of ew1.
Pig - crouch and uncrouch speed increased and movement speed while crouched increased.
Plague - I'm not sure, there needs to be more incentive to cleanse. I dont know an easy fix for this one.
Legion - they already increased his FF movement speed and vault speed in ptb but made him old legion with new undetectable on perks.. idk an easy fix. They also nerfed some of his slowdown be reducing mend.. and nerfed his stbfl and sloppy butcher strat... r.i.p.
Just some simple solutions I think could be implemented fairly easily and quickly.

For Plague they could implement a new status effect that slows your repair speed down over time. Maybe 5 percent slower every minute or so. Up to the devs on the exact percentages.

Legion.
He's useless on console. I go into FF when I'm on a survivor's ass and then I still whiff, stun myself, and completely waste FF because the aim is so crap. FF is not nearly good enough of a power to justify that kind of a punishment.

I would rather you run slower.. gen slowdown is so boring... why do you think so many people hate forever freddy... it's so boring sitting on a gen. Worst part of the game. The best part of the game is the chase and mindgames. Fake the vault, 360, actually vault... there is nothing better on either side than winning that mindgame.

Doctor has issues, I want to see what they do with him, but I'm also not fussed if he gets delayed a bit. Legion is literally garbage, but from the last Legion rework, I'm really not convinced they'll do what needs to be done and rework them instead of tweak numbers.
So my answer is Trapper.
Trapper's power doesn't fit the game it's in any more, he's the mascot of the game and he's ass.
He has a huge setup time which is the most crucial point in the game to take a hold, both in terms of collecting his power and setting them.
His traps have far too many counters built into them. Disarming them takes seconds, and has no penalty except telling the killer that you're there, in a now safe and untrapped area of the map where you'd LOVE to be chased. They can be saboutaged at the cost of like 5% of a toolbox and completely removed from the game for long enough it may as well be permanent. If you actually get someone in a trap, you have to hope you're right on top of them because there's a HUGE chance they'll be out in 10 seconds or less, and if a fellow survivor is nearby it isn't even a chance, it's just free bloodpoints.
His addons are garbage besides a few which are mandatory due to the poor design of carrying one trap, and their blatant visibility on nearly every map. You can easily stack "lower chance of escape" ones and watch several people escape on attempt 1 every match.
His traps favour survivors, requiring pixel perfect placement otherwise they can run around the edge of them, despite it being in the middle of a 0.5m wide gap, but then his own hit box cuts him off from the chase which is a free loss.
Let's not forget his fun new bug where he can't move forwards after placing a trap or they go off and get moved away from where you placed them!

Legion needs a complete rework. Maybe Doc and Clown too but they could fix them with some small tweaking of their power. Trapper just needs some looking into his addons and something needs to be done about the fact he needs to run across the map for his traps.

Leatherface - I don't think his power needs a rework. He is a simple uncomplex killer and that's needed in the roster. (also apparently stats say he does OK at red ranks....)
I would just like his add-ons reworked so that more of them are useful or can change up his gameplay in some way.

All the low tier killers (Legion, Clown, Leatherface, Trapper, Wraith, Pig, Doc) need reworks or buffs. Huntress could use some QOL changes since she's very out dated and unrewarding for her very high skill cap.

Mmmm. Legion, doctor, hag (make her more fun so there’s most people playing her), and probably Demogorgon just because his main ability (portals) are kinda #########. Yet his shred ability is really fun and interesting. I think he just needs some changes

Doctor- Good tracking, and the potential is there with the shock. Could tone down his annoying aspects and boost his anti-loop potential
Leatherface- QoL buffs needed. Add ons are outdated
Clown- Just no. Feels like an afterthought on the roster.
Legion- Power is super annoying for survivors. Just delete the Deep Wound mechanic from the game.
Pig- I've never felt threatened by a Pig. Ever. Half the time I just do a gen with the hat on. And if they try to dash at a pallet I just leave the loop entirely.

Freddy. Not because he's bad but i would love an add on that lets me play OG freddy. He was my first main when i started playing the game. Nee freddy just doesn't do anything for me. Haven't played him since he dropped.

I actually enjoyed playing Legion, but rework from PTB, where he lost SB and STBFL from hits during frenzy is very depressing. Other buffs he got don't really compensate for this, since mending time is decreased.
But, imho, I think, Huntress deserves some tweaks. Her base speed is 110% and on big maps she really lacks pressure. All other slow killers have something in their kit for mobility. Like, Hag don't really need speed, since she don't really chase. Spirit is fast, during phase walk. Nurse can blink.
At the same time, Huntress have nothing for speed.
Her hatchets are easy to avoid in loops, since she need some time to charge them. And she also slows down, while charging. And while holding.
Even without taking hatchets into account, you need to make some more circles around pallets to force them, since, remember, she is 110% speed. And some loops are very unfair and safe even for 115% killers.
Even if you caught someone somewhere outside the loop, hatchets are still dodgeable.
And also, she is very addon dependand.

Most of the killers in the game need an add-on overhaul or some things just added to their kit. Huntress, Doc, Clown, Pig, Bubb, Trapper, Legion. Huntress plays well, but her add-ons are either too OP or completely randomly unfair and randomly valued and doesn't add much to her playstyle. Doc needs more range in his kit, he needs more nuanced add-ons (blind mixed with bad info auras). Clown's add-ons are borderline functional, but they are too piecemeal he also needs a 5th bottle or some kind of map pressure mechanic (bottles on gens?). Hag is god tier but she needs more nuance to her kit, she's entirely reliant on survivors to make mistakes. Pig need to break pallets on her crouch slash, it's dumb that she doesn't have this in her basekit. Trapper needs a 2nd trap basekit and he needs more 1-2 max traps. Bubba needs more cosmetics and his tantrum animation done quicker it's annoying that he has a punishing mechanic in his kit when hillbilly exists, plus his add-ons are just copypaste of billy. Legion needs his multistab reworked into something like Doc where he adds stacking debilitating status effects on multiple stabs (not a delayed instadown unless with his add-ons), his power shouldn't deduct on basic hits and they need to remove the 1 stab punishment from him if he misses this way he can just play like a mobility doc and still m1 and tunnel if he needs to play that way.
