About the ultra rare cosmetics

So I own the game on ps4 and my friend bought me the game on pc as a gift on steam I haven't downloaded it yet since I'm buying a new computer for the festive season. So my question is will they only be available at launch of chapter 14 or will the cosmetics be unlocked permanently when you start up the game?

They'll be given out to anyone who owns the game at any point, Chapter 14 onwards. It's like the early holiday cosmetics (2017 and before) or the year 1 anniversary items. Anyone who owns the game will automatically obtain them.
