No official date has been given as far as I'm aware, but people are thinking Dec 3rd. We'll see. :)

December 3rd was officially confirmed as the release date on BHVR's Twitter (why they didn't announce it on the Dead By Daylight Twitter I'm not sure).
It's likely, based on past patterns, that the release will be at 11am ET or soon thereafter, depending on what platform you're on, though the time itself hasn't been officially announced.

To be fair it is not a bad thing ... For me it is really strange that they did not release another PTB with all the changes because there have to be changes. There were some major issues with the new perks of the killer. It is really strange they gonna change them and just release it like that without any testing ... What if there are still problems... I just don't like it. They make so many changes in a single patch and we don't even have the final notes.

Thats how its been recently they don't do multiple ptbs they do 1 change things then we see what happens at live.
Us not having the final notes before launch day is also normal

If there are still significant problems, they'll probably do something about them in a follow-up hotfix. They never just release a chapter and then wash their hands of it - they're always looking to see how the community responds and what feedback they get every time they put out an update.

Does bhvr have an actual PR team? I think we need some more promo to hype and heat up the community, especially one da a before release :) maybe some ingame notification? Something like "are you ready to drop your blood tomorrow? Be there when the new chapter gets released" and a mini countdown. Have you thought about that? To me it sounds very cool and would basically pick up every community member, even those who aren't active in forums or social media :)

The devs of the mobile are the same way, promise a date and then delays it.

None have been announced yet. If there are any changes, we'll find out when they release the patch notes, which usually happens shortly before or after the patch itself drops.
