What are the general queue times for killers?
I have been playing as a survivor ever since I started playing DBD... I merely have 200 hours into the game and i'm starting to develop more interest in chasing rather than running away.
However, I have not been able to get into a single lobby as killer.
I'm still Rank 20 as killer, which might be the issue, I understand there might not be a lot of rank 20's out there?
I'm currently waiting for 31 minutes and restarted my game client twice, thinking I was bugged or something.
Is this normal? should I just keep waiting? .__.'

Killer queue times can vary a lot depending on the region, time of day and, most importantly, how many other people are in the queue. Particularly at the moment, a lot of people are trying out the Oni, so killer queue times are likely to be pretty long.
Your rank shouldn't be a problem, since the matchmaking system makes an exception for players at ranks 17-20 and matches them with players of any rank if it can't find enough players of a similar rank.
Killer queues are typically longer than survivor ones, but 30 minutes seems unusual. How long has this been happening? Is it just recently, or have you tried to play killer at other times in the past and experienced the same issue?

I honestly forgot about Oni's existance, it may explain why it's taking so long.
This is the first time i'm trying killer so these insanely long queues are new for me~
It's rather frustrating because I was really looking forward to improving as certain killers, but I guess i'll wait until the hype for Oni dies down a little and try again.

No worries. I'm sorry you aren't able to enjoy playing killer, but that sounds like a good plan. Your other option is to join the queue and do something else for a while (while keeping an eye on the game, of course) so that the long queue time doesn't feel like so much of a chore.

In general, whenever a new chapter releases killer queue times go up since folks wanna play out the new guy. Though outside of chapter releases your killer queue times vary based on what platform you are on. If you play on PC killer queues tend to be longer than survivor queues. Conversely, on consoles killer queues tend to be shorter while survivor queues are longer. Though the biggest determining factor is your rank. If you are a rank 20 then the rank system is trying to pair you with low rank players which are hard to find past the 20th or so of every month after the reset.
Worst case scenario, wait until the 13th then during the reset play enough of both roles to get to 15. This should resolve your matchmaking issues as long as you play each role periodically and don't let the resets push you below 16.

Rank shouldn't be an issue - the game makes an exception to the only-match-within-six-ranks rule for players in grey ranks for that exact reason.
