Tome Level IV
So here it says it unlocks on December 18th.
Is this still true?
Wasn't it stated before that there would be more time added to the current Tome in general?
And if so, would Level IV be pushed further along with the Tome's end-date, or would it release on the 18th and thus allow more time to be spent on it since the added time would still happen?

I don't believe they ever said they would add more time to the Tome, just that they were going to push the dates back a few weeks due to the delay in releasing the Archives.
That update is the most recent information they've given us, so Level IV should still be due to release on the 18th, and the Rift will close three weeks later on January 8th.

If the news post in-game wasn't changed, than it will be released on schedule... Unless an emergency date change is made or something like that happens, than it'll be released on time like it's supposed to be.
Here's the official news post in-game that solidifies the date... for reference.
I took this ALL the way back when the first Level came with Tome l, it's safe to say that unless something bad happens...than the dates will be the same.

Quick question. I have reached Tier 70 but still need to complete some Survivor challenges and Killer challenges. Do the Fragments of the challenges carry over onto the next Rift Tier when it becomes available?

No. Any extra fragments are useless.

Thanks for the reply. So you are saying that the Tome challenges won't vanish..correct? and to start the remaining Tome challenges when the new Rift becomes available....corrrect?

Yes.
For both yes, you can see when the new Rift will be available in the current Rifts section on the top right or left of the screen (It'll tell you how many days you have left to complete that Rift).

Really?....I have completed Tome's One and Two but Three I still need to complete. I have to do two more Survivor and most of the Killer. Will Tome 3 still be active by the time the second Rift becomes available?

Tome 1 refers to the currently active tome: Tome I: Awakening. Are you talking about the levels? Because all the levels and their challenges will no longer give fragments once Tome II is released, only BP.

I am referring to the current active TOME 1: Awakening with the four levels: I, II III IV. Sorry I am not too familiar how they are currently described. I am still on Level III

Right, but he still didn't really give me a statement on if they do give Rift Fragments after a new Rift is made or not...
@SilentSpectre Please do provide that information, as I would like to get my info right for the next time this is asked. (The part where Tomes will not give Rift Fragments for every new Rift that's made... I've never seen that being said anywhere UNLESS I missed something).

- Completing Challenges in the current Tome
That suggests the current Tome will not give Rift Fragments for future Rifts.

I could not have answered it myself since I wasn't aware of that site you linked even existing. I gain my information from here, the official DBD twitter and affiliates, the official DBD wiki and other such sites with factual information as a 2nd hand source, and official videos made by BHVR themselves.
It was an honest oversight on my end and i'm glad you're able to inform me of the correct information, this is so I can inform others with 100% factual information or direct them to others that can give them said information.
Of course though like above, we can all make mistakes on what we tell others... i'm not a robot and I can't always cite every little bit of information to keep on record... that's why it's good that others can correct this information for me and vice versa so everyone is informed on the solid facts.
I'm sorry that this was annoying for you, and I can see why... but making it out to be something as if I spammed you say... 10 times instead of only @ing you twice is... not really fair on my end. Again, I appreciate the correct information being given to me, but i'm not a wizard. I can't always find every bit of information that someone is asking for AND I can of course overlook some things as well.

No need, it says plain and simple from the link he provided.
"All Challenges and their rewards will remain playable. However, Rift Fragments will no longer be available as rewards from this Tome."
But please do provide those as well if you wish, I can use them as source material if anyone wants an official statement from one of the devs themselves... in comment form.

Yeah, that was my thought process, because some people consider those quotes up for interpretation and would prefer a clarifying statement from a developer. Here's one I found from Peanits:
