20 seconds seems more reasonable to me. 15 with 2 survs 10 with 3 and 5 seconds with 4 survs.

They need to be high because devs won't give survivors another objective. Once they do they can probably reduced to 60 seconds maybe.
My idea: Gens can't progress past 50% unless the survivor scrounges around in a scrap pile for 20 seconds looking for a spare part. They put the spare part in and progress resumes as normal. Survivors scrounging make a lot of noise. Brand new parts are reworked and have all of their effects changed to "you may consume this add on instead of a Spare Part". This gives killers time to kick gens and makes gens faster and slower at the same time. Easy fix, hard implement.

In the beggining of the match all gens are done and you just need to open an exit gate to escape
Balancing
Now survivor have a 3 health state called: "This killer is tunneling me, what can I do"
Decreased the charge time of the bubba's chainsaw of The Canniball, now takes 5 seconds
