I would say nerf cause we can see if legion will reach the center of the earth if we hammer them enough, but in all due seriousness, he needs a full rework. He isn't difficult to go against, just annoying with all the mending.

QOL update
Put a penalty on the power gauge for missed attacks in Feral frenzy instead of losing it entirely and remove the penalty when hitting someone while not in Feral frenzy. That's just the most basic, the other are: Increase recovery or remove the need to fill the bar to use his power, decrease cooldown, rework Frank's mixtape and Stab wounds study so it does something and change other addons (not a rework, just a buff)

QOL update
I feel like I'm in the 0.1% lol, but I legit enjoy Legion. Especially with the new speed + vault buffs, he feels so nice to me.
I'd just do QoL stuff like removing the power gauge penalty for hitting someone with your basic attack, extending the base Frenzy duration + nerfing the addons, and reworking his garbage addons (of which there are many).

I actually like his physical concept.
I only have a problem with deep wounds and how his power behaves.

Complete rework easily. He was a unique killer that was turned into a basic M1 killer. That's a horrible change.
I'd like him to be reworked into a unique killer again but obviously without moonwalking and other ######### like that.

There is no way to fix him except to completely rework him probably. So yeah.

I am against rework. Although Legion is not so strong he is very fun to play. If you are asking for rework you have NO idea what you are asking for. Look at Freddy for example. He was weak but he had very interesting gameplay and now he is just stupidly strong I don't enjoy him anymore. Not every killer needs to be strong, there are many people who enjoy the game with survivors, not against them, if you know what I mean.
