Oni is a poorly thought out killer.
Simply put, his power promotes Slugging and Camping above all, and understandably so. It's not about being OP or not, but rather its not fun playing against him.
This is making the experience playing against him to be very frustrating and annoying.
His power "depletes" when he picks up a survivor is a very bad design choice. A killer would want to maximize the efficiency of their power, and therefore try to look other survivors with the remaining power. Understandable, no? Yes, it is, which is what greatly promotes annoying slugging. Since its so easy to hit with his power, it also happens too often than not that 2-3 survivors will get slugged. As a solo survivor, it happens too often to my team.
IMO, his power should deplete upon downing a survivor with it, and make alterations to it in some sort to compensate for the "slug power" lost.
Another problem is that its too easy to refill his power gauge after downing a survivor and picking them up. The blood clots are still in the air. Downed someone? No problem, refill your gouge instantly with the blood from the chase. This promotes the annoying camping phase of Oni. Oni's down power is very easy to hit - unless a survivor has good distance and a safe pallet /window or a steep turn (but he'll catch up to that eventually). It's much easier to hit than with Billy's, for instance. In fact, if an Oni catches you in the open, unlike with Billy, you have no chance to escape his instadown - there is no counter play to that. I dislike that too, but I'm not here to raise this as an issue, but rather on his great camping power -
Once he can reuse his power after unhooking, which makes for easy downs without effort for anyone who would come to try unhooking, there is literally no down side for using it, missing with it, using the dash, nothing. And the duration is long enough to make the hooked survivor go to stage 2.
Anyways, I think that Oni's power was poorly though out, as it promotes toxic and frustrating gameplay. The mechanics chosen for him are just bad as they promote negative plays.

Slugging is fine, frustrating, yes. Toxic? No.
His power is not easy to hit with. He is just like Billy, it takes practice.

Your post shows that you know absolutely nothing about balance or the killer himself. His power is extremely difficult to hit with, against survivors that actually realize how easy it is to juke him. With all of the warnings you get about his power: when the meter fills, a global tone is heard, his roar is global, and he's a giant fireball. You have absolutely no excuse to get caught out by him. He is literally a slave to loops and can't "backrev" you like Billy can.
The only thing this thread tells me is that you dislike any killer that can gain momentum, snowball, and capitalize on survivor mistakes. Just because you personally dislike something, doesn't make it imbalanced. It means you personally dislike it. Get over yourself and stop whining. Every killer in the game can slug, and many others can do it without a 40 second time limit.

If you're like me and have 54 perks on your web when making a new killer viable for you, then yeah slugging with him is the best choice until you get better perks for him.

His flick got limited to 90 degrees (45 degrees in each direction while dashing) and people still complain. Run unbreakable. Windows and any sharp corners are his bane.
