Purple feather
I have been trying to get the best feather perk, prestige 3ppl 3times and no purple feather. I want to run quick quite, sprint, feather, resilience, spine chill. Combo already rocks 1more sec tho, I kno it exists.

If you mean Lightweight, its max rarity is Green.

You do realize that some perks are green at tier three? Unless you expect to get tier four Lightweight, you’re stuck with the green rarity.

I have seen people using purple tier 3 lightweight. Its 4 sec instead of 3

Unfortunately, the max amount is 3 seconds. I really hope that the Devs change how perk rarities work because I feel like there is really no point. Why can't they all be consistent (ie: tier 1 = yellow, tier 2 = green, and tier 3 = purple), would really help my perfectionist side of me be more at ease lmao.
But the build you show is actually pretty neat! I used to run : Lightweight, Quick n Quiet, Iron Will, and Head On. Works lovely. You could even swap Iron Will out of Inner Strength!

Lightweight is Green at tier 3, but it is possible to change the color and appearance of perks through editing game files (PC only) . I don't think this is bannable, as many people are doing it.

There is no such thing as tier 4 or a purple lightweight Max is green level 3 if you see people using a purple one it could be on pc you can download your own colours / pictures for the perks and killers and survivors if that’s what your talking about

The devs themselves have said that they will not ban people for using customised perk icons, however if EAC picks you up on it then they won't help you recover your account. You can do it, but know the risk.
@op No Very Rare/Purple lightweight exists unfortunately. It goes up to a maximum of 3 seconds at tier 3, which is green, or rare, rarity. Maybe you were confusing it with another perk?
Also with your build, you mentioned 5 perks, Q&Q, SB, SpCh, Lightweight, and Resilience. I assume you already know this but you can only run 4.

I've seen it on xbox, and in my build I switch between spch/resilience I'm aware you can only pick for I'm a red rank.

All perks cap at tier 3, there is no tier 4
