It's a problem, they should be banned. At least let us opt-out of playing against people who are known hackers with VAC bans.

Bigger problems,are people who edit ini files,not cause of fps problems,but for a bigger advantage.Considering editing those files doesn't ruin bhvr's income they probably don't care about it considering how long it's been in the game aka 3 years.

They will be banned, if you (a) report them in post-game and (b) send video evidence of them hacking to the team via a support ticket, which you can do here: https://support.deadbydaylight.com

So if we send some gameplay of streamers who edit the .ini file to make the killer light larger and brighter, they will get banned?

Rules don't apply to streamers, they're allowed to do anything they want.

The commenter above is wrong, it has nothing to do with being a streamer - you only have to look at the amount of high-profile streamers who've received VAC bans in the past to know that.
Having said that, the answer is probably not, because an in-game report is always required for any offence. If there is sufficient evidence of them breaking the rules though, sending in a support ticket and leaving it up to the team's discretion whether to investigate further probably couldn't hurt.

The other Day I got Ddosed on PS4 . I was playing as killer and this guy messaged me saying do you live in **** Sorry I'm gonna Disconnect you . After the match got to tally screen he caused my Router to Reboot .
And ever Since it kept doing so every 5 minutes . Until I reset it .
PS4 Security is low too , I mean i was the host how could he get my IP address and Flood it ? With or without 3rd Party Softwares .
I can only imagine it's worse on PC . Much easier to hack . Game files should be encrypted properly .
You're right people who are caught with such violations should have harsher Punishment . But it's a Security problem in the first place .

You don't need to edit the ini files for that if such a thing even exists.
You can easily make your game look like whichever streamers you're talking about completely legitimately...
Anyone is allowed to use the low quality setting and increase their brightness, contrast, digital vibrance settings in their video card control panel. Spend 5 minutes adjusting these correctly and I promise you the difference is literally night and day.
If that's not enough anyone can install Reshade or Freestyle which gives you 100x more ways to adjust how the game looks. Both of these programs are white listed by EAC.
