Because he is extremely underrated and actually takes a lot of skill to be effective with. He actually has anti-loop with his chainsaw if you’re good enough.

I disagree.
As a PC player nurse is not A tier (I know you play on console so I can't understand)
But she's S tier in the best hand.
Hags need 1 tier down.
Demogorgon needs 1 tier up
Bubba needs 1 tier down
Wraith needs 1 tier up (with the right build he's a monster)
And I consider ghostface A tier, not B tier lol.
Just my opinion XD

it's sad because my movement stick is broken and bumping into objects is super common makes bubba really hard to play

Switch Hag and Freddy, bump up GF one tier at least, bump up trapper, bump up legion to one tier below PLAG.

I can play him better than green rank bubbas and I’ve met good bubba players, just sounds like you haven’t. (Tbf, most people camp with him)

Legion is mid C tier at worst. Clown is definitely not D tier. Bubba and Huntress are hard to place because they're very situational (Bubba's really only good because of the Nemesis/PWYF AFAIK and Huntress is an incredibly map dependent killer).

I refuse to think nemesis is good since it helps object of obsession players loop you. I’m putting him in B without pwyf or nemesis.

Myers and Pig got consistency changes ( aka nerfs ) when they were already pretty mediocre and they didn't get anything in return yet. I also heard from Myers mains that he is very buggy currently because of Dedicated Servers, which made him drop even more in my tier list. Also, both are outclassed by Ghost Face now.

Top 4 is kinda set in stone for me and Trapper and Legion really are in need of buffs ( or rework in Legion's case ), so I can't put them any higher than that.

Okay trapper and legion are seriously underrated. Hag us not top 4 material, while Freddy is. You can't say Freddy isn't top 4 when you see him a lot in red ranks.

Actually, I didn't see as many Freddy in red ranks after his add-ons nerf. Plus, by your logic, Nurse is one of the worst killers in the game, because I barely see her in red ranks.

Hag, Huntress, Plague, Ghost Face

Oni, Myers, Wraith, Trapper, Demo, Doctor, Pig
C Tier
Legion, Clown, Bubba
Spirit is easy to use for high profit, nerfs were a tickle. Billy has almost never been touched and still remains a easy go to for 4Ks, many Spirit players flocked to him when she got nerfed out of fear their waifu was trash. Freddy has more in his arsenal than most Killers can dream of. I'd rather see C Tier get looked into before these three however.
Legion, Clown, and Bubba need reworks, not buffs. None offer remarkable game play for either side. Legion needs a more fast and furious style to him, Clown needs more options for potions/things to do like Freddy got, and Bubba is a horrible abomination that should of never been made the way he is. (Facecamp King)
IDK on Nurse. Never wanted to play her cause of her stun on teleports bothering me and that she was the 4K Queen. Tried her once and fought a couple of her, not really sure where she is at still.
Edit- I FORGOT MY BOI. Oni is really fun, but he feels very loopable. Hillbilly is easier and stronger to play. Oni needs some help and Hillbilly may need knocked down a peg to help level them out better.
And Demo... forgot him to. He is great at screwing over 1-2 players since he can guard multiple gens/exits with ease. But not really anything remarkable.

I'd say nurse belongs in b tier because of the limitations of a controller and how easy it is to get away from her with the double cooldown
