Legion: are they good or bad?
I am of the opinion that Legion is not the best killer but far from being the worst killer. While using legion I can consistently get kills with relative ease and at the same time get four iridescent emblems game in and game out. If I can do this consistently, can legion really be called a bad killer let alone the worst killer?

theyre the literal definition of “maybe”

The emblem system is a very bad way to take conclusions if a killer is good or bad.
The emblem system evaluates the exact same for every killer and some killers have nothing to do with others - this is a flaw in the system.
I don't know if you know this, but (hipotetically speaking) if you down all survivors in the first minute of the game and hook them and get a 4k right away after the match starts you depip because you didnt chase much, didnt hook much and didnt hit them much, not counting that you ANNIHILATED the survivors.
Legion is a good bloodpoint farmer and a good chaser and malicious emblem farmer but not a good killer imo. What makes you distinguish killers and rank them is mainly their power and Legion's power is very restricted so it doesn't help much with huge penalties and downsides.
If you have many kills as much as you say, it is because you're a good m1 killer or the survivors that you face are bad BUT not because of the legion itself. Because what makes you say "I'm a good legion player" is how well you manage to use their power and their power is very restrictive.
This is coming from a person that has around 800 hours on that single character.

As an extremely dedicated legion main, I can say they’re they definition of Eh, you win some, you lose some, however, because the devs keep nerfing them instead of, ya know reworking FMT they’d be fine, it’s gotten to the point where deep wound does very little, but I think they’re pressure and tracking skills are more than enough to make up for that. When you win, you win HARD, but you usually lose, which, in return makes stomping the survivors feel good, rewarding and fun. That’s my take, feel free to criticise

Ranking system says Legion is very good so you know who's getting nerfed next.

They're a very middle ground killer. Their power is good for injuring and pressuring multiple people, but at the same time can't be used to down people. And if survivors are good at splitting up, you'll essentially be wasting your power. I've never bothered buying them yet. I'll wait until they're fully reworked in a year or two.

If people heal consistently, they are decent.
If they don't heal, he has no power and helps Survivors by hitting them with FF.

But maybe that helps The Legion. They’re probably meant to discourage healing so that everyone can be downed in one hit. They move at 115% speed so they’re viable as an M1 Killer.
The Plague also gets this benefit if Survivors don't cleanse. But she also gets bonus tracking ability because the Survivors never shut up when they’re sick.

They're like the majority of the killer roster: only as good as the survivors make them. None of the killers are unplayable against the average group of solos.

His power acts as a free hit, but you won't get anything else against smart survivors who either spread out, either use Sprint Burst. He has very bad add-ons and very bad sinergy too. I would say you are better with playing with almost any other killer in terms of effectiveness at getting kills.

M1 Killers with no other abilities are bad. One decent Survivor who can loop can cost you the game.

Legions main strength is getting the first hit and then locating other survivors. Without perks and addons Legion is probably the second worst killer in the game. Add in some perks to make up for their weaknesses and you've got a decent but still low tier killer.
You can go for a full stall build if you want or you can go for the generic M1 killer build.
Also like was said previously the emblem system isn't the best indicator of a killers strength because you can be punished for doing good and rewarded for doing poorly. This is on top of the fact that the emblem system is designed as a blanket performance indicator. Billy is put on the same scale as Legion.
Billy tends to have difficulty getting both Malicious and Chaser emblems because his chases last a little longer than 15 seconds and he tends to get instadowns.
Legion is so good at doing both of these things. You can end a game without getting a single hook and still have 2 iridescent emblems. Legion gets his first hit in chases very quickly and because they swap targets they're constantly getting into new chases and causing new injuries. Plop on top of that the natural stall of mending plus Thanatophobia and you'll easily get a good Gatekeeper emblem.
Up until red ranks its takes at most 12 points to pip. That means you can go straight from brown ranks to red rank 4 as Legopn without getting a single HOOK, let alone a single kill. And even if you get gen rushed as long as you get those 2 iridescents, which you're practically guaranteed, you'll always safety pip.
Legion is good for ranking up because the emblem system caters to their playstyle really well. That doesn't make them a good killer and more shows that the emblem system for killers is deeply flawed. There needs to be a distinction for killers in the emblem system. Killers are not like survivors. They arent cookie cutter cosmetics they are all unique, except you Bubba, and they all have their own playstyles.
I got a bit distracted so TLDR; Legion isn't good but they arent bad.

After on-hit FF nerf / mend he is even bad.

Two are bad and two just don't want to be alone.

Depends if folks heal

They are okay... not as awful as people make them out to be... but not fun to play and delegated to M1 being their only source of downing someone as their power hinders them in downing Survivors.
Alongside Clown, I'd love to see Frank get a rework. Not buffs. Rework to be something different.
