In those 60 seconds as a killer I could've at least gotten a down or 2 depending on which killer i'm playing and map positioning. Which means that there's 2 or 3 people not doing gens

can we get rid of Dead Hard and DS too then? those are beyond crutches, like, bionic braces

And yet those 60 seconds can be enough to change a game. More often then not 60 seconds is enough time to patrol most if the gens, and the ruin makes it possible to patrol each gen atleast once without a gen popping.

Just the fact that a lot of people look for it can put them out of position. And one person looking for it, and one person in a chase means only 2 people are on gens.

Ruin is so popular because it has a strong effect that starts right at the beginning of the match. Survivors are at their strongest at the beginning of game since everyone is healthy, away from the killer and are capable of building 'free' momentum.
But Ruin applies artificial pressure early game that stifles early survivor momentum, its not meant to be a permanent perk. Its popular because its one of the only early game perks. Look at CI, its a pretty bad perk imo but because its an early game perk it sees more use than it otherwise would.
