Is this supposed to happen?
Okay this is the situation, The Shape with (Beast of prey, M&A, Vanity mirror, Jewelry) Bloodlust did not activate in T1 but did in T2. Being in Undetectable is not a status effect to negate Bloodlust so what happened?

Yes, I hadn't seen those patch notes, but they do appear to confirm that Myers is not supposed to be able to gain Bloodlust in tier 1 at all.

If you were stalking the survivor during that time (which I assume you were, to get to tier 2), that's probably why Bloodlust didn't activate. According to the official wiki, Bloodlust either doesn't activate or completely resets when you stalk survivors as Myers.
So it's not that Bloodlust doesn't activate in tier 1, it's that it doesn't activate if you're spending a lot of time stalking, which is usually the case in EW tier 1.
